Peter Spence was a Queensland representative who played for Ipswich Railways and St Stephens in the Ipswich competitions. His form for Railways saw him selected for the 1912 Ipswich and West Moreton representative which beat the visiting New South Wales team 4-2. He moved to the newly formed St Stephens in time for the next season, a club from the local Presbyterian church which played in the top tier of the Ipswich and West Moreton senior competition until senior football was suspended prior to the 1916 season.

While at St Stephens, Spence was selected for Queensland as a half-back for the 1913 away series against New South Wales. He played all tour matches, including both interstate games as Queensland and New South Wales traded wins to draw the series. Spence was 29 when he enlisted in August 1915, one of a dozen or more St Stephens players who answered the call.

After enlisting, Spence was allowed to play another game for St Stephens in early September, one of three players given leave from the Enoggera base to help make up numbers for the late season game. In November, Spence played for the Enoggera base in a soccer match against troops stationed at the Exhibition Camp.

Spence largely served for the 7th Field Ambulance but was temporarily attached to the 12th Field Ambulance when he was shot in the arm in August 1916 and invalided to England. After recovering, Spence was sent to a training depot in Perham Downs until he returned to France in June 1917. He initially returned to the 7th Field Ambulance, before being transferred to the K Supply Company in September, where he was promoted sideways from Private to Driver. He was transferred to the 2nd Motor Transport Company in March 1918, where he served until the end of the war. Spence remained on service in Europe after the war until returning to Australia in October 1919.

He returned to soccer after the war. With the St Stephens team having folded, he rejoined the Ipswich Railways club for the 1920 season and played for the AIF team against the ship Renown later the same year. He moved to South Brisbane United in 1921, then on to Brisbane City a year later, where he played until 1924.

Spence became the secretary of the Queensland Football Association in early 1923 but resigned due to business commitments in April, being replaced by William Fisher. In 1925 his name was mentioned as part of a bid to reform the Ipswich City club, an effort which included Socceroos Alec Gibb and Mosie Burton, but it appears he did not play for the club. Spence was also regularly seen as a referee during the 1920s and became the honorary secretary of the Queensland Association Football Referee’s Union in 1929 holding positions with the association for several years.
